Hamlet- Denmark vs. Norway

Why does young Fortinbras have control over what Norway does militarily, even though he is not the king?

He dosen't, because he is of royal blood he has a set following and was only able togather a band of misfits not the actual army of the of the country.

I think that because he is prince, he still has power to control an army. Fortinbras eventually will be king. It's a similar situation with Hamlet.
